GetProcessTimes() is a relatively new addition to the Win32 API.
Doesn't exist in any version of 9X/ME.  Does exist in XP.  May or may
not exist in Win2K (docs say it exists in Win2K Pro and Win2K Server;
they don't claim it exists in plain Win2K).
