It looks that way.  I checked in before I knew what was happening with
the library re-org.  This change is needed in 3k, but not in 2.6 since
Fred reverted the addition of the package.

Note to everyone:  when adding a new directory Makefile.pre.in needs
to be updated.

I don't have time to revert this change right now.  Anyone else feel
free to revert it.

It would also be nice to see the tests working again.  :-(
