Note that I did in fact replace it with a paragraph pointing to
<http://www.python.org/dev/workflow/>; I'll restore the link to
docs.python.org/bugs.html, then.

I'm happy to restore all of the original text below the new paragraph
if people want that.  I generally just don't care about the historical
record in the abstract, and prefer to delete things that are no longer
relevant rather than leaving them around; that way search engines will
eventually stop pointing to PEP 3, people won't skim it and miss the
notice at the beginning, etc.  (I delete all my e-mail after 6 months,
too. :) )
