  Issue #1028: Tk returns invalid Unicode null in %A: UnicodeDecodeError.

With Tk < 8.5 _tkinter.c:PythonCmd() raised UnicodeDecodeError, caused IDLE to
exit.  Converted to valid Unicode null in PythonCmd().
