Actually, I meant that it won't break any existing code (because there
is no code using 'import x as y' yet).

Although I don't understand your example (because the word "encoding"
makes
me want to stick my head into the sand), I am fine with your shift
of the list building to compile-time. When I realized what IMPORT_NAME
does at runtime, I wondered if this was really neccessary.
