[Python-Dev] CVS read/write access

I lost the original note, but I recall that it said you couldn't write the
"history" file.
If so, then it is a problem that the SF Admins must solve. It means that you
haven't been placed into the appropriate group or somesuch on SF. Log a
support request with the copy of your output.
