[Python-Dev] test_extcall

test_extcall.py contains the following code generating a cycle
that cannot be broken explicitely:

# what about willful misconduct?
def saboteur(**kw):
    kw['x'] = locals()    <-- yields cyclic kw:  {'x': {'kw': {...}}, 'a': 1}
d = {}
saboteur(a=1, **d)

Whoever wrote this test: is locals() absolutely necessary?

Also, is there a good reason for not implementing GC for module objects?
They are containers after all...
