[Python-Dev] uPEP: encoding directive

I'd prefer if you would separate out the compile directives PEP from the
encoding PEP.
I'm +1 on compiler directives.
I'm -0 on literal encodings. It seems like more effort than is
necessary. If we're going to restrict people to ASCII-like encodings, we
could just restrict them to ASCII and get it over with.
Also, I don't like that the default mode is non-portable. The default
should be ASCII. Yes, this could cause backwards-compatibility problems.
Maybe problems should be reported with warning.
