[Python-Dev] What's New (first draft)

I've put up the crude first draft of a "What's New in Python 1.6" article,
co-written with Moshe Zadka.  Please offer comments (or even patches to the
LaTeX!).

Various people are mentioned by name in the document ("effbot did
this; MAL did that; Christian did that other thing...") because I want to
