[Python-Dev] Augmented assignment, update

I've more or less finished the augmented-assignment patch I posted last
week. It can be found, including a longish explanation, here:

I do not know if augmented assignment will every be incorporated into Python
(this patch or something entirely different) but at least noone can claim the
groundwork is missing :-)
