After literally hundreds of mouse clicks, just about everyone should have
permission to do that now.  The "data type" field determines the tracker a
thing lives in, so that's the more important of the two to change.

Unfortunately, when you move a report, old URLs to the report become
invalid, and bring up a bizarre "invalide artifact ID" (something like that)
page.

Then I'm going to raise them all to priority 9 <wink>.
