The catch is that I never got around to implementing statically building
a new interpreter via the Distutils, so (for now) Makefile.pre.in is the
only way to do this.  ;-(  (Unless someone added it to the Distutils
while I wasn't looking, which wouldn't be hard since I haven't looked
in, ummm, six months or so...)
