I think this patch broke test_strptime:

TypeError: expected a character buffer object

locale_time.lang is None.

Dunno who's at fault here -- strptime?  the test? the locale stuff? --
just being the bearer of bad news.  I also have a bunch of mods in my
tree, but I'm not expecting this to be them.
