It's already there (and has been since Python 1.6), albeit with a
different name and implementation:

>>> import distutils.util
>>> distutils.util.split_quoted('arg "arg arg" arg "arg" -o="arg arg"')
['arg', 'arg arg', 'arg', 'arg', '-o=arg arg']
