[Python-Dev] 2.3.1 is (almost) a go

As reported on IRC, I had good test results on the following machines
with the RC2 tarball:

Tkinter works OOTB on the redhat machines without any configure option.
I don't think tcl/tk are on the bsd machine, so I didn't try.

(I just ran "make test", didn't enable any resources)
