[Python-Dev] Non-Visual Studio builds on Windows XP?

And one download of the .Net SDK later. . . I'm still stuck. From 
Microsoft's web page:

".vcproj files are not compatible with NMAKE. You must export a makefile 
to build with NMAKE."

Which brings me back to needing a .vcproj -> makefile conversion tool. 
At the moment, I can't find any references to anything other than the 
full version of Visual Studio being able to do this.
