[Python-Dev] Python 3 executable name

That makes sense, but I'd prefer something less arbitrary
than just chopping the name back from "python" to "py".
Going that way, Python 4.0 is going to just be called
"p", and by the time we get to Python 5.0, the name
will have vanished altogether!
