[Python-Dev] Windows x64 & bsddb 4.4.20 woes

I changed the project files so that it will use the x64 compilers
even if no environment variables were set - the original bsddb files
expected that you run VS with /useenv, in an SDK x64 build environment.

As a consequence, it now builds; I have never bothered testing that
it actually works.
