[Python-Dev] Optionally using GMP to implement long if available

I thought the suggestion was to provide a way of optionally
compiling Python to use GMP. The standard Python distribution
for Windows wouldn't be compiled that way, so it wouldn't
have any GMP-related code in its dll.
