[Python-Dev] PEP 8 and constants

In comp.lang.python, there has been some discussion of the fact that
there are no guidelines in PEP 8 for constants:

Is there any sentiment that PEP 8 should be updated to reflect the common
usage of ALL_CAPS for constants?
