[Python-Dev] "How to Contribute to Python" doc now online

In preparation for Pycon and the sprints I quickly pulled together a doc
explaining how people can help out with Python's development:

P.S.: Just so people know, I will be taking a month or two off from Python
development (i.e. heavy coding) after PyCon to redo my father's web site and
simply to take a slight breather after all the importlib stuff. Plan to keep
plugging away at the DVCS PEP, though.
