[Python-Dev] Test failures under Windows?

This patch is fine with me. It might need some documentation, though.

However, I would still be unhappy if Python on Windows would pop up
might pop up windows in cases where you get a proper exception on Unix.
So I'd rather see these bugs fixed instead of silencing them.
