[Python-Dev] Distutils and Distribute "upload_docs" command

The only thing that discourages me from using the PyPI docs feature is 
that it only allows documentation per-distribution, not 
per-version-per-distribution.

While you can work around this by building docs for all versions and 
putting them in one .zip file, that seems like a hack.
