[Python-Dev] Removing doc from pythonhosted.org

Best place for PyPI-related things is distutils-sig at python.org. But for bug
reports related to PyPI, file them at
https://bitbucket.org/pypa/pypi/issues(it's actually linked off of
PyPI).
