I don't think that we should "discuss each change", we should first have 
an overall plan. It doesn't make a lot of sense to take small steps if 
we have no clue where we're heading to. I am aware of 
https://pythoncapi.readthedocs.io/new_api.html but we should first make 
that into an accepted PEP.
