I think it would be ideal if the PEP itself summarised the major points 
of these discussions, or at least the links to the discussions (assuming 
we trust Zulip and Discourse to never lose them).

Right now I have a lot of fundamental problems with this PEP as written. 
But I'm assured that the Steering Council gave it thorough consideration 
and that the discussions covered all relevant aspects, so I'm not going 
to create too much of a fuss about it. If they want to move us 
completely to GitHub, so be it!
