[python-events] Moving to a mailing list

[Resending directly to the ML]

(The mail aliases events at python.org/pycon.org don't appear to
work (yet). Perhaps some grey listing going on. I'll wait
'til tomorrow and then ping the postmasters to see whether there's
anything that needs to be done to get the aliases working.)

I still need approvals from Tarek and Tetsuya before I can switch the
archive to public.

I've now switched on the mailing list and subscribed all of you
to the list.

The events at pycon.org email now points to the mailing list, so this
message should turn up on the ML.
