[python-events] Added bulk submission format to wiki page

This should help in cases where an org wants to submit a
whole lot of events, such as in the NumFocus case:

https://wiki.python.org/moin/PythonEventsCalendar#Bulk_Submission_of_Events

The iCal format described there closely matches the entry
format I've been using all these years.

In some cases, e.g. Django Girls workshops, I add them to the
user group calendar as all day event to give them a little
more visibility. For regular user group events, which only span
a few hours, I always add the start and end times.
