[python-events] Form to submit calendars

Hi Oier,

people don't even always send us the details using the required
email submission format, so I doubt they'd bother with iCal files.

Still, having a form on some website which outputs the request
as email using the email submission format (for review) and
with an ICS attachment would be helpful.

Adding events would then be a matter of drag&drop into
Thunderbird/Lightning.
