[python-events] PyCon Belarus 2021: submit to the calendars

Hi Helio,

even when people use times in the event notification, please always add events
on the main events calendar as full day event. This makes then more visible on
the calendar.

Start- and end times are good for shorter user calendar events. For longer user
group events such as Django Girls days, please also use the all day event entry
for increased visibility.

I'll fix the PyCon Belarus entry.
