Hi Morgan,
the events mailing list is only for submitting Python event dates and
details.
The PSF does not have a global package program for PyCon conference
sponsoring. You will have to contact the individual PyCon conferences
you'd like to sponsor. The pycon.org site lists many of them:
https://pycon.org/
but you can also use the events calendars to find links to the events:
https://pycon.org/#calendar
