[python-events] Inclusion of PyHEP.dev 2023 on the Python events calendar

Hi Jim,
I 've added the event to the user group calendar, since it expects only
few people.
Next time, please use our submission template which you can find at:
Submitting an event

It makes adding events easier :-)
