[python-events] Add new event

Hi Helio and Igor,
I checked the database on python.org and it did not have the event. In
Sentry, I see that Google apparently gave a server error when trying to
get an event on Sept 21. It is not clear whether this was related to
this event or a general problem. However, such transient errors should
normally not result in events not getting loaded with the next cronjob.
I have now added the location to the event as well and hope that the
next update will then trigger the loading of the event.
Let's check again in a couple of hours.
