[python-events] Please add PyCon Africa Extended Togo 2024

Hi Wachiou,

that's a great way to move forward. Perhaps you can launch a PyCon Togo 
after having gained more experience with the PyDay events.

Could you send a new event entry once you have a website up for the 
PyDay Togo ?
