[python-events] Please add PyCon mini Tokai 2024 to the calendar

Dear Calendar Team,
I'll wait a bit before putting them on the calendar, since they have not
been approved for using the PSF trademark "PyCon" (I'm co-chair of the
PSF trademark committee) and we (the TM committee) want to have them
approved first.
In this case, it'll just be a formality, but I do wonder why we are
seeing more and more conferences using the term "PyCon" without getting
the TM approval first.

we forgot to add them to the list :-)):
