[Python-ideas] Python Isolated Environment (PIE)

Hello,

I would like to propose a new mechanism in Python, to deal with
package dependencies.

Like PJE mentioned in the blog comments, I still need to describe in
details how the versions are handled,

But does it sounds like a good idea ?
