They interact with it _through the filesystem_, because it does the same
things with the filesystem as all the desktop environments do and as the
spec says.

Just like Gnome doesn't have to interact directly with KDE - programs
from each environment don't have to call the other's library APIs - for
both Nautilus and Dolphin to display the same trash contents and to do
the same thing when you trash a file.
