$ LC_CTYPE=C LC_MESSAGES=ru_RU.KOI8-R mc

   Brouhaha! mc tries to talk in Russian but converts Russian texts to
ascii. Everything is "?????" :-D

$ echo $LC_CTYPE
ru_RU.UTF-8
$ LC_MESSAGES=ru_RU.UTF-8 mc

   Russian in utf-8, no problem. What did you expect? I think I did it not
the way you wanted.
