Make problem: Makefile target missing in "Modules" directory

the latest open-it.org SRPMs for python-ldap do let you specify the 
version of Python to build against based on the PYTHON environment 
variable. These changes to the spec were submitted to me and so I can't 
take credit for them, but it may go along way to solving your problems.
