Yes.

BTW: I think we should have the same text in the main LICENSE
file, since that's being pulled in by the Windows installer.

The LICENSE file is currently missing the section with the 3rd party
licenses listed in the docs. Perhaps just adding a link at the
end of the file, pointing to the above URL would be good.
