on *BSD it's undefined. Dunno what it does on FreeBSD.

On SunOS 5.7
     %Z        Timezone name or no characters  if  no  time  zone
               information  exists. Local timezone information is
               used as  though  strptime()  called  tzset()  (see
               ctime(3C)).  Errors  may  not  be  detected.  This
               behavior is subject to change in a future release
