Python in DOS

Does anyone know the "approved" way to get rid of the following message:

Could not find platform dependent libraries <exec_prefix>
Consider setting $PYTHONHOME to <prefix>[:<exec_prefix>]
'import site' failed; use -v for traceback
Python 1.5.2 (#6, Nov 18 1999, 17:19:05)  [GCC 2.8.1] on ms-dos7
Copyright 1991-1995 Stichting Mathematisch Centrum, Amsterdam


I've tried everything I can think of to set PYTHONHOME and PYTHONPATH and
python ALWAYS starts up this way.
