ANN: Win32 Installer - new beta

YAR (Yet another revision):

http://starship.python.net/crew/gmcm/install.html now points to
rev c of the beta: Installer_b_03c.exe.

Fixed:
  package support (wait a minute, didn't I claim I'd fixed that 
already? - shhh, maybe they won't notice..)
  a SetupTK script to configure the tk sub-project for your 
installation (Linuxers can think "./configure")
  other bug fixes.

And the download keeps getting smaller!
