Yes. The standard Python interpreter always produces byte code, and
usually saves the byte code into a file.

Yes, that is quite easy.

You can, but you don't have to. Emacs has a Python mode. Python itself
comes with an editor IDLE. PythonWin also comes with a Python
editor. SnIFF+ has a Python support as well.
