ANN: version 1.0.0 of maillist.py

MaiList is the first public release of the mailing list manager that we use
on our site.
We don't profess it to be the greatest code, as we're just learning Python,
but it works
and is fully commented, so will prove useful to beginners. Has support for
passwords.

The code is released into the open with no restrictions.  All we ask is,
that if you use
it please tell us the site. Also if you make changes to the code, please
send us a copy so
that we can make improvements to future releases.
