You may already be aware that Paul Prescod has submitted a similar beast for
inclusion in the core. His implementation includes several elements, including
an online help, a docstrings-to-HTML converter, and docstrings-to-text. It's
all available through anonymous CVS in the nondist/sandbox/doctools directory.
Alternately, use the web interface into said CVS tree:

I'm not aware what happens to move these modules into the core distribution
since I'm not one of the elect, but I suspect completely without factual basis
that it'll appear there sooner or later.
