Numpy build errors, was Numpy 16.0 binaries available? (Win32)

Built or not, my entire experience with distutils has been less than happy.
Although I know what it's supposed to do and why (in the broad sense), the
interface is much more complicated than a simple extract-to-folder (eg,
Numpy 15.2), particularly on a Win system.
