Well, I worked around the problem (temporarily) by copying the
BLT24.DLL file to the SAME directory as the Python 2.0 executable.

The problem appears to be that moving tcl to a subsidiary directory of
Python fixes the Tkinter version problem but breaks the Pmw loader
process which apparently does not update the path needed to find the
BLT dll.   Note:  tcl 8.3 uses the old-style loadLibrary function
which does not have the option of providing additional path
information.
