Nope!  Guido van Rossum coined this for the subtitle of

    http://www.python.org/doc/essays/styleguide.html

Unfortunately, Guido took a copy of that back with him on one of his
time-machine trips, to New England in order to pave the way for me to move
there 145 years later.  He rested his head on it while making repairs
underneath, and left it there by mistake.  A young Transcendentalist found
it in the woods near Concord, MA, and his friends grew quite fond of it
despite not understanding much.  Thoreau went on to make that principle the
basis of his form of poetry:

# End:
# My Captain:  Oh, My Captain!

Emerson liked the subtitle so much that he borrowed it for his ironically
named essay "Self-Reliance", but tacked on "adored by little statesmen and
philosophers and divines" to calm his guilty conscience.

The rest-- as they say --is history.
