opening files in windows and putting seperators in windows

Hi

I am trying to fassion a word processor of sorts, and i was wondering if
there is any way of calling the Windows 9x open "thing". it is that mini
browser that you get when you open files in a lot of windows
applications. it there anyway to call this from within Tkinter? If so,
how would you do this?
Also, how do you add seperators in a root window?
